Hannibal Hamlin, as a trustee of the European and North American Railroad Company, signed this railroad company document in Bangor, Maine on February 12, 1877, on what would have been Abraham Lincoln's 68th birthday. The company claimed it had expended $5,171.49 raising the bed of its railroad track after the city of Bangor built a dam at Treats Falls in 1875. Hamlin, along with fellow trustee William B. Hayford, signed this document in which Bangor agreed to reimburse the company for its expenses.

Hannibal Hamlin was an influential career politician who had served as Lincoln's Vice President and was then in his third term as U.S. Senator from Maine. He was also a successful businessman. The European and North American Railroad Company, first incorporated in Maine in 1850, connected southeastern Maine with southern New Brunswick, Canada and the Atlantic shipping lanes.

The 114-mile stretch or E & NA railroad track running between Bangor and Vanceboro, Maine affected by dam construction had been completed by October 1871. The construction of a 1,000 ft-long dam across the Penobscot River had disrupted its service four years later.

Fellow E & NA trustee William B. Hayford was later appointed company president in 1883. Hayford had run a lumber business and steam mill before being named a bank and railroad company executive. He was elected mayor of Bangor in 1876.

Hannibal Hamlin is best known for his service in the Lincoln cabinet. He served as a Maine Senator for three terms, interim Maine Governor, and U.S. Minister to Spain during the Garfield and Arthur administrations.
