President Lincoln's historically important telegram to General Hooker completely in the hand of Major General Henry W. Halleck including Genl Halleck in text.

(ABRAHAM LINCOLN) HENRY HALLECK (1815-1872) Autograph Transcript signed, "Genl Halleck ," in text 1 page 7.75 x 10. Paper repairs on verso show through lightly. On War Department Washington City D.C. _____ 1862 stationery. Near fine condition.

In full: "9.45 PM Executive Mansion. Washington June 16 1863. Maj Genl Hooker. To remove all misunderstanding I now place you in the strict military relation to Genl Halleck of a commander of one of the armies to the Genl-in-Chf of all the armies. I have not intended differently; but as it seems to be differently understood I shall direct them to give you orders & you to obey them. A. Lincoln." Published in Basler

Basler notes that throughout the day the exchange of telegrams between Hooker and Halleck up to this time had indicated beyond question that Hooker and Halleck did not understand either the military situation or their respective relations to each other."

Lincoln had earlier telegraphed Hooker, "Surely you do not mean to understand that I am withhholding my confidence from you when I happen to express an opinion (certainly never discourteously) differing from one of your own...If you and [Halleck] would use the same frankness to one another and to me that I use to both of you there would be no difficulty. I need and must have the professional skill of both and yet these suspicions tend to deprive me of both...As it looks to me Lee's now returning toward Harper's Ferry gives you back the chance that I thought McClellan lost last fall...Now all I ask is that you will be in such mood that we can get into our action the best cordial judgment of yourself and General Halleck with my poor mite added if indeed he and you shall think it entitled to any consideration at all."
