Gov Jonathan Trumbull Approves Payment for Express Rider 1783

Governor Jonathan Trumbull and the Council of Safety resolved on January 31, 1783, to have the Committee of Pay Table draw on the Treasurer to pay Richard Goodman £2..1..2 for his services and expenses as an express rider to General Andrew Ward (1727-1799) of Guilford. The Pay Table issued the order on February 6, but on February 8, Governor Trumbull added an endorsement to change the source of the funds. Goodman received his payment that same day.

The Council of Safety had resolved on January 22 that Brigadier General Andrew Ward seize the boat Suffolk, commanded by Captain Nathaniel Norton, and hold it pending further orders from the Council. Norton was ordered to appear before the Governor and Council to answer complaints by the selectmen of Guilford. Perhaps Goodman delivered this resolution to General Ward. When Norton appeared before the Council on February 4, there was so much evidence against Norton "of his Misconduct & abuse of his Said Commission" that he was suspended and his boat was detained until further orders.

Jonathan Trumbull (1710-1785) was born in Connecticut and graduated from Harvard College in 1727. He studied theology and received an A.M. in 1730, but became a merchant with his father in 1731. He served as a delegate to the General Assembly from 1733 to 1740, and as colonel of a Connecticut regiment during the French and Indian War. Trumbull served as deputy-governor of the Colony of Connecticut from 1766 to 1769, Governor of the Connecticut Colony from 1769 to 1776, and first Governor of the State of Connecticut from 1776 to 1784. He was the only colonial governor to join the Revolutionary cause. George Washington declared Trumbull to be "the first of the patriots."

Richard Goodman (1748-1834) was born in Hartford, Connecticut. He married Nancy Seymour (1751-1792), and they had at least twelve children. He served in Brig. Gen. Wolcott's Brigade in the spring of 1777 during the Revolutionary War. He was a dry goods merchant in Hartford. At his death, he was the oldest man in West Hartford.

John Lawrence (1719-1802) served as treasurer of the colony and then the state of Connecticut for twenty years from 1769 to 1789. During the Revolutionary War, he was also commissioner of loans for the United States.
