On June 15, 1865 from Washington, DC, Secretary of the Navy Gideon Welles signed the following letter addressed to "Dr. J.B.A. Lewis, Late Ass't Surgeon U.S. Navy" of Watertown, New York.

"Sir,

Your resignation as an Assistant Surgeon in the Navy of the United States, tendered in your letter of the 12th Ins't., is hereby accepted.

Respectfully,

G. Welles

Secretary of the Navy".

Gideon Welles, or "Neptune", as Abraham Lincoln affectionately dubbed him, served as Secretary of the Navy during the duration of the Civil War. Welles focused on reorganizing a naval service riddled with Confederate defections, and mobilizing recruits, vessels, and supplies. One of the first acts of the newly appointed Secretary of the Navy was to dispatch relief missions to besieged Union forts Sumter and Pickens. Throughout the war, Welles and his navy blockaded Southern ports, weakening an economy already overly dependent on cotton exports. Welles remained at his post until 1869.
