Gervais Signs Resolutions Approved by South Carolina Senate

JOHN LEWIS GERVAIS, Manuscript Document, February 25, 1782, and Manuscript Endorsement Signed, February 26, 1782, [Charleston, South Carolina].  2 pp., 7.875" x 12.75". Repaired tears and loss of paper at top and on sides; some tears and paper loss on bottom edge.

 

After the British seized Charleston, South Carolina, in May 1780, they banished some prominent patriots to St. Augustine, Florida. Ten months later, the occupation commandant ordered their wives and families to leave as well, and they traveled to Philadelphia, where the patriots had been sent after being exchanged. The exiles were permitted to return late in 1782 and reached Charleston early in 1783.  These resolutions by the South Carolina legislature authorized the governor to reimburse with interest those who contributed to the support of the exiled South Carolinians.

 

Excerpts

“Resolved, that the Governor be empowered & requested to cause the Money subscribed & paid, (on the Guarantee of Congress,) for relief of the indigent Citizens of this State, who were sent by the Enemy to Philada, to be reimbursed, wh Interest, out of such funds as shall appear to him most proper to that purpose as soon as the same can conveniently be done.”

John Lewis Gervais (1741-1798) was born in Hanover, Germany, to French Huguenot refugee parents. He emigrated to South Carolina in 1765 and established himself as a merchant. He also purchased a plantation. He was a member of South Carolina’s Committee of Safety from 1775 to 1781. He served in the South Carolina Senate in 1781 and 1782, and served as its president. The legislature sent him to the Continental Congress in 1782 and 1783. He again served in the State Senate beginning in 1784 and was instrumental in moving the state capital to Columbia.
