"George the Third by the Grace of God, King of Great Britain, France and Ireland, Defender of the Faith &ca: To Our Trusty and Welbeloved Doctor John Williams - Greeting: We do, by those Presents, Constitute and Appoint you to be Assistant Inspector of Hospitals for Our Forces…"

Dr. John Williams may have been assigned to any one of Great Britain's many military fronts in late 1796. The empire was then involved in conflicts in modern day Australia (Hawkesbury and Nepean Wars); modern day Sri Lanka (Kandyan Wars); and in and around the Atlantic Ocean and the Caribbean (Anglo-Spanish War). Military engagements in Ireland (Irish Rebellion of 1798); India (the 4th Anglo-Mysore War); and the Continent (Napoleonic Wars) hovered on the horizon.

During George III’s sixty-year-long reign, he confronted the Seven Years’ War, the American Revolution, the French Revolution, the Napoleonic Wars, and the latent growth of nationalism and other independence movements. He also endured periodic mental instability, possibly caused by the genetic disorder porphyria, and two assassination attempts.

The Duke of Portland served as Prime Minister in 1783 and between 1807-1809. As Home Secretary (1794-1801), Portland favored the use of surveillance and repression (with the use of the militia) to counter the threat of radicalism. Portland's signature is relatively uncommon.
