A 1p autograph document signed by George Handley (1752-1793), then in his capacity as Secretary of the Georgia Executive Council, as "G: Handley S.E.C." at lower right. January 18, 1786. "In Council." [The January 1786 session was held in Augusta, Georgia.] Inscribed on laid watermarked paper. Docketed verso. Expected wear including even moderate toning and scattered foxing. Flattened folds, some fragile with chipped edges. Else beautifully inscribed and near fine. 7.625" x 7."

Handley wrote in full:

"In Council 18th Jan.y 1786

Ordered, that the Surveyor General be required to transmit with the Grants to be signed, the time, the respective Surveys, have been advertized, by the County Surveyors.

The question of land would remain a pivotally important one during Handley's one-year term as 18th Governor of Georgia, three years later. Handley had emigrated from near Sheffield, England to Savannah, Georgia in 1775. He served as an officer in the Continental Army between 1776-1782, including two years as a prisoner of war. After the Revolutionary War, Handley was elected for various public offices, including as secretary of the Georgia Executive Council from 1785-1786. As Governor of Georgia from January 1788 - January 1789, Handley tackled such issues as reframing various versions of the state Constitution; developing a system of land distribution for an influx of settlers from Virginia and North Carolina; and reducing territorial tensions with the Creek.

All items will ship with signature required, and full insurance. Most items are sent via Federal Express, with P. O. Box addresses being sent through USPS. We insure through Berkley Asset Protection with rates of $.70 per $100 of value, among the lowest insurance rates in the industry. Our shipping department cameras document every package, both outgoing and incoming, for maximum security. In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.

Upon winning your item(s), you will receive an invoice with our in-house shipping and handling fees included. ***We will ship to the address as it appears on your invoice. If any changes to the shipping address need to be made, you must inform us immediately.***

International shipments: In order to comply with our insurance provider, all international shipments will be sent via Fed Ex and customs paperwork will show a value of $1.00. International buyers should contact our office directly with any questions regarding this policy.

Third Party Shipping Option: If a third party shipper is preferred, the buyer is responsible for contacting them directly to make shipping arrangements. For your convenience, we have provided some recommended shippers. For your protection, we will require a signed release from you, confirming your authorization for us to release your lots to your specified third party. At that point, our responsibility and insurance coverage for your item(s) ceases. Items picked up by third party shippers are required to pay Connecticut sales tax. Items requiring third party shipping due to being oversized, fragile or bulky will be denoted in the item description.
