Partly Printed Document Signed "Alvin F. Weichel" as Chairman of the Committee on Ship Sales, Charters and Layups of the Committee on Merchant Marine and Fisheries, 1 page, 8" x 10.25". Washington, February 26, 1947. Filled out by typewriter. Slight wear at folds at docket area on verso. Fine condition.

 

Headed "Original. By Authority of the House of Representatives of the Congress of the United States of America." In part, "To William F. Russell, Sergeant at Arms, U.S,. House of Representatives, Washington, D.C. You are hereby commanded to summon Honorable George C. Marshall, Secretary of State, to be and appear before the Committee on Ship Sales, Charters and Layups of the Merchant Marine Committee of the House of Representatives of the United States of which the Hon. Alvin F. Weichel is chairman, and bring with him all books, papers, communications and other memoranda covering the matter of approximately 100 Merchant Ships owned by the United States now in the possession of the Russian Government, the communications to and the replies of Russia, in their chamber  in the city of Washington, Room 219 Old House Office Building, on Friday, February 28, 1947, at the hour of 9:30 o'clock A.M., then and there to testify touching matters of inquiry committed to said Committee; and he is not to depart without leave of said Committee … "

 

The next day, February 27, 1947, datelined Washington, in an Associated Press story headlined SUSPEND MARSHALL SUBPOENA / AFTER STATE DEPT. PROMISES / TO PRODUCE LETTERS TO RUSS," the AP reported, in part, "Rep. Bradley (R-Mich.), today 'temporarily suspended' the serving of a subpoena against Secretary of State Marshall by a House merchant marine sub-committee. Bradley, who is chairman of the full committee, acted shortly after the sub-committee, headed by Rep. Weichel (R-Ohio), had issued the subpoena to Marshall to appear and produce all records and communications dealing with the wartime transfer of United States ships to Russia. Bradley said Undersecretary of State Dean Acheson promised him by telephone to appear in the Michigan legislature's office at 3 p.m. today, with copies of State Department correspondence with Russia related to Lend Lease ships. Bradley expressed regret Weichel had issued the subpoena. At a news conference in the presence of Weichel, Bradley said: 'I am very sorry he issued it because Gen. Marshall doesn't know  a damn thing about these Russian ships …"
