An issue of the "Gazette of the United States", No. 40 of Vol. II, Whole No. 144, with articles relating to the National Debt and the Assumption Act, passed August 4, 1790. Published by John Fenno, covering Congress' 2nd Session: "An ACT making further Provision for the payment of the Debts of the United States." 4pp of a bifolium, measuring 10.25" x 16.5", New York, dated August 28, 1790. Signed in print by Frederick Augustus Muhlenberg, Speaker of the House; John Adams, Vice President; approved by George Washington, President, and Thomas Jefferson, Secretary of State. There is also an article entitled, "Philosophical Reflections on the late Revolution in France, etc." The paper has been signed at the top margin of the front page, "Jaber Huntington" and has flattened folds, uneven edges, and a few small tears and separations at the folds and edges. Minor chipping at edges in places. Light toning, foxing, and soiling throughout. Dampstaining throughout.

Under Secretary of the Treasury Alexander Hamilton's leadership, the U.S. government enacted a financial policy in 1790 to assume the outstanding debt of states that had not yet repaid their American Revolutionary War bonds. However, since some states, such as Virginia, had already paid their debts, the policy was highly debated. A compromise was finally reached by Hamilton, Jefferson, and Madison, which included the assumption of state debts and moved the location of the national capital to permanently reside in the South. With the Assumption Act finalized, the credit of the U.S. was solidly established both at home and abroad, leading to future successful borrowing of money from Europe to finance the Louisiana Purchase in 1803 and the War of 1812.

All items will ship with signature required, and full insurance. Most items are sent via Federal Express, with P. O. Box addresses being sent through USPS. We insure through Berkley Asset Protection with rates of $.70 per $100 of value, among the lowest insurance rates in the industry. Our shipping department cameras document every package, both outgoing and incoming, for maximum security. In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.

Upon winning your item(s), you will receive an invoice with our in-house shipping and handling fees included. ***We will ship to the address as it appears on your invoice. If any changes to the shipping address need to be made, you must inform us immediately.***

International shipments: In order to comply with our insurance provider, all international shipments will be sent via Fed Ex and customs paperwork will show a value of $1.00. International buyers should contact our office directly with any questions regarding this policy.
