The "Time" cover story, "Spain Looks to the Future," appears between p. 28-39B. The article discusses how, in the 30th year of General Franco's leadership as Caudillo, or headman, Spain is prospering politically, economically, and socially for the first time in a long time. The article presents an overall positive view of Franco, assuring readers that he has "mellowed considerably" over the decades. The relaxing of Fascist prohibitions and the expansion of civil liberties has also allowed an influx of prosperity and affluence, the author explains. By the mid-1960s, Spain is quickly emerging as Europe's fastest-growing economy after welcoming industrialization, foreign investment, and tourism.

Franco served as de facto dictator of Spain between the 1939 and his death in 1975, after he successfully overthrew the Second Spanish Republic in 1936.
