To the Senate of the United States. Matted and framed with a photograph of FDR to 28" x 17". In apparent fine condition.


In part, "To the Senate of the United States: I transmit herewith a convention between the United States of America and Sweden for the avoidance of double taxation and the establishment of rules of reciprocal administrative assistance in the case of income and other taxation, signed at Washington on March 23, 1939 …"

"The New York Times" reported on March 24, 1939, in full, "The State Department announced today that it was negotiating a series of treaties with foreign governments designed ‘to relieve American business interests and investors of the burdens of international double taxation.' The first treaty was signed today with Sweden. It is intended to prevent Swedes and Americans with investments in both countries from being taxed by both countries on the same investments. It also contains provisions for each country to assist the other in preventing tax evasion."
