Roosevelt Franklin 1882 - 1945 FDR as President appoints a WPA State Commissioner



Partly Printed Document Signed "Franklin D Roosevelt" as President and "Cordell Hull" as Secretary of State, 1p, 22.75" x 18.75". Completed in calligraphy. Washington, January 27, 1938. Complete 2.5-inch diameter blind-embossed scalloped Seal of the United States affixed at lower left. "My appointment / by Roosevelt" penciled on verso, most probably by Miss Shepperson. Minor flaws. Fine condition.


In part, "Know ye, that reposing special trust and confidence in the Integrity and Ability of Miss Gay B. Shepperson, of Georgia, I have nominated, and by and with the advice and consent of the Senate, do appoint her State Commissioner in the Works Progress Administration for Georgia‰Û_"

The Works Progress Administration (renamed in 1939 as the Work Projects Administration) was the largest and most ambitious New Deal agency, employing millions of unemployed people to carry out public works projects. Almost every community in the United States had a new park, bridge, or school constructed by the WPA.

"A noted social worker and native of Charlotte County, Virginia," wrote Franklin M. Garrett in Atlanta and Environs: A Chronicle of Its People and Events, 1880s-1930s, "Miss Shepperson had functioned ably in a job that demanded responsibility for administering between thirteen and fourteen million dollars of Federal funds each year for Georgia work relief." She served as WPA Commissioner until her resignation in November 1939.
