Eisenhower Informs Bolivian Pres. of Change in U.S. Ambassador

Dwight D. Eisenhower (1890-1969). Typed Letter Signed, "Dwight D. Eisenhower", as 34th U.S. President, 1p, on his presidential letterhead, 10.25" x 14", Washington, D.C., April 8, 1959. Countersigned by Acting Secretary of State Christian Herter (1895-1966) as "Christian A. Herter". Staple holes at top left corner. Horizontal mailing fold with separation which has been repaired at verso. A few edge tears. Overall creasing. Soiling, minor toning and a small stain at bottom right corner. Lovely oversized, heavyweight stationery with gilt edges and an engraving of the Great Seal of the United States at top. In very good plus condition and boldly signed. With RR Auction Certificate.

Eisenhower's official letter of state to the President of Bolivia, Hernan Siles Zuazo, in full: "Great and Good friend / Mr. Philip W. Bonsal, who has for some time resided near the Government of Your Excellency in the character of Ambassador Extraordinary and Plenipotentiary of the United States of America, having been transferred to another pose, and being unable to present his letter of recall in person, I have entrusted to his successor the duty of placing it in the hands of Your Excellency. / I am pleased to believe that Mr. Bonsal during his mission devoted all his effort to strengthening the good understanding and the friendly relations existing between the Governments of the United States of America and the Republic of Bolivia, and I entertain the hope that while fulfilling satisfactorily the trust imposed upon him he succeeded in gaining Your Excellency's esteem and good will." 

Hernan Siles Zuazo (1914-1996) served as the 46th President of Bolivia twice, from 1956 to 1960 and then again, from 1982 to 1985. He also briefly served as interim president in April 1952, and as the 27th vice president of Bolivia from 1952 to 1956. Siles served in the Bolivian army and was decorated for injury sustained while fighting in the Chaco War of 1932-35. After the war, he graduated from San Andres University with a degree in law.

Philip Wilson Bonsal (1903-1995) was an American career diplomat with the U.S. Department of State and a specialist in Latin American affairs. Bonsal's next position was that of ambassador to Cuba during the first months of the Castro administration. Amidst inevitable animosity, Bonsal was recalled to Washington in October 1960 and diplomatic relations between the United States and Cuba were severed, not to be resumed for more than fifty years.
