Dwight D. Eisenhower TLS Re: The Bricker Amendment Threatening HIs Power

1p typed, measuring 8" x 10.5", Washington, D.C., dated February 3, 1954. Signed "D.E." and addressed to his brother Edgar on White House stationery. Marked "Personal and Confidential", Eisenhower discusses a proposed resolution in the Senate, one of which would become known as the Bricker Amendment. Eisenhower writes in part:

"Thank you for your most recent letter on S.J. Res. I. It made so much sense to me that I had some of my legal advisers go over it. One of the finest made the remark, 'Certainly it is much more reasonable than most of the incoming mail on this subject.' By this he meant that most of our mail is either of the kind that says, 'The safety and security of our nation demand that you support without reservation this amendment to our Constitution,' or 'If you are so cowardly and weak-kneed as to agree for political reasons to this atrocious amendment, I shall regard you as practically a traitor.' We believe that the kind of things to which we have agreed largely meet the points for which you argue in your letter…" The letter has flattened mail folds and four holes punched at the top margin. Boldly signed.

The Bricker Amendment was the name of a collection of proposed amendments to the U.S. Constitution, introduced throughout the 1950s. They were named for their sponsor, conservative Republican Senator John W. Bricker of Ohio, who distrusted the powers of the president to involve America in matters further than the wishes of Congress. Bricker's proposal gained bipartisan support and was a catalyst for intra-party conflict between the Eisenhower administration. Despite the initial support, the Bricker Amendment was blocked by President Eisenhower and Senate Minority Leader Lyndon Johnson. It failed in the Senate by a single vote in 1954, and was never voted on by the House.
