Signer of the Declaration of Independence, William Williams, is paid by Connecticut for "his Time & Expenses in Attending a Convention of the Eastern States" held in 1780 to request from the States the necessary supplies and troops for General George Washington's Army

WILLIAM WILLIAMS (1731-1811) Revolutionary War-dated Autograph Document Signed "Wm Williams" in text and endorsed "Wm Williams" on verso, 1 page, 6.5" x 4.5". [Hartford, Connecticut], November 1780. On laid paper. Also signed "A true Copy of Record / Examined / By George Wyllys Secretry" and "Sam Wyllys Audr" as Auditor. Fine condition.

In full, all in the hand of William Williams except for the amount penned in clerical hand: "At a Genl Assembly of the Govr & Compr of the State of Connecticut held at Hartford by Special Order of the Govr 29 Novr 1780. Ordered by the Assembly That the Treasr pay to Col Wm Williams the Sum of Twenty four pounds three Shillings State Bills allowed on Acct of his Time & Expenses in Attending a Convention of the Eastern States in Novr AD 1780."

On verso, Williams has signed a statement that the Contents were received in "State Bills / Wm Williams."

The Convention of the Eastern States was held in Hartford, Convention in November 1780. The Convention was called "principally to confer upon the most eligible Mode for compleating the Army and drawing forth the necessary Supplies from the States" there represented (quoted from the letter sent by the Convention to the executives of the states represented). A total of nine delegates from the States of New Hampshire, Massachusetts, Rhode Island and Providence Plantations, Connecticut, and New York attended.

William Williams and Eliphalet Dyer represented Connecticut. One of the 10 resolutions passed: "Resolved That it be most earnestly recommended to the several States represented in this Convention punctually to Comply with every Requisition from Congress for Men Money Provisions or other supplies for the War." A copy of the proceedings was transmitted to the Governors of the other eight states with a request to "please to lay them before the Legislature of your State."
