Remarkable Letter Signed by George Armstrong Custer, dated April 15, 1875, written from Fort Lincoln, Dakota Territory to Edmond Palmer, U.S. Indian Agent at Standing Rock. In the letter, Custer discusses the intertribal peace council's aim to negotiate a treaty of peace between the tribes of the Fort Berthold, Standing Rock, and Cheyenne Agencies. He informs Palmer that the council, originally scheduled for April 20th, has been postponed to May 20th, in hopes that "all the principal chiefs and head men" could attend and that a "treaty of peace" might then be concluded. The letter's content—centered on fragile diplomacy, delayed timelines, and the hope for peace—stands in stark and tragic contrast to what would follow just over a year later, when many of the same Lakota and Northern Cheyenne leaders Custer hoped to engage at Fort Lincoln would instead defeat his regiment at the Battle of the Little Bighorn. "Sir:
I have the honor to acknowledge the receipt of your two favors of the 13th instant and in reply to that one informing me of the impracticability of securing the attendance of a delegation from your Agency at the council called to assemble here on the 20th inst. I would say that appreciating the obstacles which would prevent the assembling of the proposed council on the date originally fixed I write to inform you that the date of assembling has been postponed until the 20th of May. I hope this delay will enable all the principal chiefs and head men of your Agency to arrive at this point on the date specified and to participate in the treaty of peace which it is to be hoped will then be made between the Indians of the Fort Berthold, Standing Rock & Cheyenne Agencies.

Please submit this matter for the consideration of the Indians under your charge and inform me of their decision.

Custer's belief that a peaceful settlement was still possible stands in tragic contrast to the events that unfolded just fourteen months later, when many of the same Lakota and Northern Cheyenne bands he hoped to meet at Fort Lincoln decisively crushed his regiment at the Battle of the Little Bighorn. The letter captures a fragile moment in federal Indian policy, when diplomacy remained the official path, even as military confrontation loomed.

The letter also foreshadows both the collapse of peace and the trajectory of Custer's military legacy, revealing the precarious nature of frontier negotiations during his final year of life. The need to reschedule such a critical gathering underscores the same systemic weaknesses and miscalculations that would contribute to the disaster at Little Bighorn. Just over a year after writing this letter, Custer would ride out of Fort Lincoln for his final campaign. His death on June 25, 1876, alongside more than 200 men, marked a turning point in the Indian Wars and sealed his place in American legend.
