In full:

"Dear General Clark:

Thank you for taking time from your schedule to participate in our national security session on January 12. I thought the luncheon discussion was particularly productive. The group identified a number of very useful points, and I am following up on several of the suggestions that were made.

I hope you will feel free to contact me at anytime on national defense and foreign policy issues. I value your advice and counsel.

Sincerely,

Bill Clinton"

In early 1995, President Bill Clinton's administration was navigating a complex landscape shaped by post-Cold War military realignment, emerging global conflicts, and shifting domestic politics. The Bosnian War was a major international concern, with the U.S. playing a critical role in NATO's intervention efforts. In 1995, the U.S. increased its diplomatic efforts to negotiate peace in Bosnia, ultimately leading to the Dayton Accords later that year. Domestically, there was a growing awareness of internal security threats, foreshadowing incidents like the Oklahoma City bombing, which would occur in April. Clinton's outreach to retired generals like General Clark underscores his reliance on seasoned advice to shape a national security strategy that addressed both international and domestic challenges.

At the same time, Clinton was contending with a new Republican majority in Congress, pushing him to adopt a bipartisan approach to defense and foreign policy amid budget constraints and evolving priorities. His "New Democrat" approach emphasized centrist, pragmatic policies, which involved consulting experts outside the political sphere to ensure his policies had broad support and were informed by practical military insights.

The Strategic Arms Reduction Treaty came into force on December 5, 1994, marking the first time the superpowers agreed to significant reductions in their strategic nuclear weapons.
