Guards will arrest all persons found violating this order…"

Ferry's orders were issued in the immediate aftermath of the Gettysburg Campaign, in which Union forces had successfully repulsed the invasion of Confederate General Robert E. Lee's Army of Northern Virginia. The Gettysburg Campaign (June 3 - July 24, 1863) included the Battle of Gettysburg (July 1-3, 1863), as well as subsequent military movements through Pennsylvania, Maryland, Virginia, and West Virginia as Union forces pursued the retreating Confederates.

Chambersburg, Pennsylvania was located about 24 miles northwest of Gettysburg, on the Cumberland Valley Railroad. Confederate General John McCausland demanded a ransom of $100,000 in gold from the city of Chambersburg about one year later, in late July 1864, as reparations for recent Union pillaging in the Shenandoah Valley. The ransom remained unpaid by city inhabitants, so on July 30, 1864, McCausland's forces raided the city; Chambersburg proved to be the only Northern city destroyed by the Confederate Army during the Civil War. Over 550 buildings were destroyed and property damage was estimated at over $1.6 million.

Orris S. Ferry had considerable militia experience prior to enlisting during the Civil War. Ferry had served as a U.S. Congressman from Connecticut from 1859 to 1861, and he would later return to Congress as a U.S. Senator from Connecticut from 1867 to 1875.
