An 1838 West Point graduate and career U.S. Army military officer who had seen action during the Second & Third Seminole Wars, Mexican-American War, and Utah War, Stevenson had resigned his post in 1861. He would be appointed Colonel of the Confederate Army on July 26, 1861, just three days after this document was dispatched, and he would attain his highest rank of Major General in November 1862. During his service in the Western Theatre, Stevenson would lead forces in Virginia, Tennessee, Mississippi, Georgia, and North Carolina.

The Confederate War Department had issued Special Order No. 227 on July 20, 1861, instructing Brigadier General William Wing Loring (1818-1886) to assume command of the Army of the Northwest. The Army, created in June 1861, was tasked with protecting western Virginia and modern-day eastern West Virginia. The area was of vital strategic importance because its mountainous terrain featured gaps through which information, supplies, and troops from the Midwest could be linked with the East. Confederate Brigadier Generals R.S. Garnett and Henry R. Jackson had preceded Loring as Commanders of the Army of the Northwest.

The short-lived Army of the Northwest did not have much success in keeping Union forces out of the area, and this partly explains why it was disbanded in February 1862. At the July 11, 1861 Battle of Rich Mountain, which took place in Randolph County, in modern-day West Virginia, Confederates were defeated by Union forces commanded by George B. McClellan and William S. Rosencrans. Two months later, another Confederate loss occurred at the Battle of Cheat Mountain, waged in Randolph and Pocahontas Counties from September 12-15, 1861.
