Headed, "Pay Roll of Capt. John P. Wyllys's Compy. in Colo. Saml. B. Webb's Regt. For the Month of Feby. 1779", the list is comprised of 43 names, including Wyllys himself, with rank, amount of pay due and casualties. The regiment spent most of 1779 in Rhode Island, but was sent to winter quarters at Morristown, New Jersey. In the spring of 1780, the remnants of Sherburne's Additional Continental Regiment were merged into the unit, and it was formally added to the Connecticut Line as the 9th Connecticut Regiment. That June, the regiment was involved in the Battle of Springfield, in which a British attempt to penetrated from New York City to the Continental Army camp at Morristown was repulsed. Its winter quarters for 1780-81 were in the Hudson valley.

John Palsgrave Wyllys (1754-1790) was a United States Army officer from Connecticut. He began his American Revolutionary War service during the Siege of Boston and was captured by the British during the retreat from New York. Released the following year, he was promoted to captain in the 9th Connecticut Regiment. He was promoted to major in 1780, while serving in Webb's Additional Continental Regiment. Wyllys joined the First American Regiment in 1785. He took part in the Harmar campaign of 1790 and was in command at the Battle of Kekionga. His plan to take the Native American town was foiled when Native American decoys drew away his militia support. After Wyllys and his sixty regulars crossed the St. Joseph River, they were ambushed in an open field. Wyllys died in battle.

Samuel Blachley Webb (1753-1807) was the commanding officer of the 9th Connecticut Regiment in the American Revolutionary War. In 1772, when Webb was nineteen, he was sent to the Caribbean to serve as business agent for his family's international trading business. He was highly successful with this endeavor, and by 1774 he was the chief factor for a pair of trading ships. Also in 1774, Webb started a short political career with his stepfather, Silas Deane, an elected representative of the Connecticut legislature. As Deane's assistant, Webb learned much about the issues that were separating the colonies from Britain, as well as the plans and problems with arming a militia for the revolution. In 1775, Webb took the post of ensign of the Wethersfield Militia Company, very visible in the year-long Siege of Boston, and heavily involved with the Battle of Bunker Hill. In recognition of his wartime services, Webb was promoted by George Washington to brigadier general upon his retirement. He remained a friend to Washington and served as grand marshal at Washington's inauguration in 1789.
