De Lancey Kountze (1878-1946) was a partner of the banking firm of Kountze Brothers co-founded by his father. After serving in France in World War I, Col. Kountze left banking. He became interested in the American Legion and of wounded veterans. At the invitation of the French government, he helped plan the American Legion pilgrimage to France in 1921. France made him a Chevalier of the Legion of Honor and Belgium awarded him the decorations of Officer of the Legion of Honor and Officer of the Legion of Leopold I. In August 1922, Kountze was elected first president of the Citizens' Committee of America formed to make Americans aware of the nation's disabled veterans by consolidating efforts of various relief agencies.
