Description:

Bonaparte Napoleon 1769 - 1821 Scarce broadside notifying a local official that deserters and clergy obedient to Pope Pius VII have crossed the Pyrenees from France to Aragon, Spain, and "have refused to enlist amongst insurgents…" Printed Broadside Signed "J.P. Chazal" in type, 1p, 12.25" x 15.5". Tarbes, June 10, 1808. In French, partially translated. On watermarked paper, noted at bottom: "A Tarbes, chez Raymond Lagarrigue, Imprimeur de la Préfecture." Fine condition.

Headed "The Préfect of the Départment of Hautes-Pyrénées, Member of the Legion of Honor, to M. the Mayor of the Department." Jean-Pierre Chazal had been Prefect of the Department of Hautes-Pyrenees since 1802.

Begins, "I learn, Mr. Mayor, by several reports that have been made to me, that a large number of deserters and refractory of this department, have taken refuge in Aragon, have refused to enlist amongst insurgents of this Spanish province, and are returning to their homeland, braving all the perils and all the sorrows, rather than to be useful against it…" Clergy obedient to the Pope were known as the Refractory.
Hautes Pyrenees was a department of the French Pyrenees. Aragon was a region of the Spanish Pyrenees.
Jean-Pierre Chazal (1766-1840) was a lawyer at the Parlement deToulouse before the French Revolution. He supported Napoleon's coup d'etat of 18 brumaire (November 9, 1799) and was a member of the commission which drafted the French Constitution of year VIII the following month establishing the Consulate and making Napoleon First Consul. He served as Prefect des Hautes-Pyrenees from 1802-1813; in 1810, he was made Baron d'Empire by Napoleon.
