To Florida Congressman C.W. Bill Young who would be celebrating his 67th birthday on December 16th. President Clinton hand-wrote "Bill" above the typed salutation "Dear Representative Young." Never folded. Mint condition.



In full, "Happy Birthday! Hillary and I join your family and friends in extending warmest wishes. We hope the coming year brings you good health and much happiness, and that we can continue working together to strengthen our nation and build a brighter future for all Americans."

There were four Articles of Impeachment voted on in the House of Representatives; two passed. Congressman Bill Young voted "Yes" on all four.

Background



On December 19, 1998, President Bill Clinton was impeached by the House of Representatives. Two articles of impeachment passed the House: (1) The President provided perjurious, false and misleading testimony to the grand jury regarding the Paula Jones case and his relationship with Monica Lewinsky. (2) The President obstructed justice in an effort to delay, impede, cover up and conceal the existence of evidence related to the Jones case. In the actual text of the two Articles, the names Jones and Lewinsky are not mentioned; Paula Jones is identified as a "subordinate Government employee" and Monica Lewinsky as a "witness."



February 6, 1999, was the 16th day of the Senate impeachment trial of President Bill Clinton. Chief Justice William H. Rehnquist recognized "Mr. Manager Rogan to begin the presentation on the part of the House of Representatives."

California Rep. James E. Rogan, one of the House Managers, questioned Monica Lewinsky, then referred to Paula Jones' sexual harassment case against then Arkansas Gov. Bill Clinton and that "it was while the Paula Jones' case was proceeding in the summer of 1995, that a 22-year-old named Monica Lewinsky went to work as an intern at the White House. Rogan continued, "… December 5th, 1997. That was the day Monica Lewinsky's name appeared on the Paula Jones witness list. Members of the Senate, this is how the whole thing started. A lone woman in Arkansas felt that she had been wronged by the president of the United States…"



Chief Justice Rehnquist then said, "The Chair recognizes Mr. Manager Hutchinson." House Manager Arkansas Rep. Asa Hutchinson said, "Let me continue with the path of obstruction. The obstruction, for our purposes, began on December 5, 1997, when the witness list came out in the civil rights case. It was faxed to the president's lawyers, and it was later given to the president. At that point, the administration of justice became a threat to the president of the United States. He determined that the truth would be harmful to the case that he was trying to defend, and the president made a decision to take whatever steps were necessary to suppress the truth rather than to uphold the law…"
