Andrew Jackson Ships Paper

ANDREW JACKSON (1767-1845) Party Printed Document Signed "Andrew Jackson" as President and "Edw Livingston" as Secretary of State, 1 page, 11" x 15". Washington, no date, but 1831-1833. On vellum. Ships Paper signed in blank, not filled in. Blind embossed Seal of the United States, 2.25 inch diameter with serrated edge, affixed with red wax at lower left. Uniformly lightly soiled, usual folds. Naval vignettes at top scalloped edge. Large 5" long signature of Jackson. Fine condition.

This document was signed in blank in Washington, D.C. by President Jackson and Secretary of State Livingston, to be sent to a United States port to be filled out, signed, and issued from there by the Collector of the Port. The Collector, or an assistant, would fill in the name of the ship and all the required information.

Edward Livingston served as Jackson's Secretary of State from May 24, 1831 to May 29, 1833. On the day of Livingston's resignation as Secretary of State, President Jackson appointed him U.S. Minister to France. It is probable that when Ships Papers signed in blank by Jackson and Livingston's successor Louis McLane reached a Collector, he put aside the Jackson/Livingston Ships Papers and replaced them with the newly signed documents, although the previously signed ones could also have been legally used.

In part, "By the President of the United States of America Suffer the ___ master or commander of the burthen of ___ tons of thereabouts mounted with ___ guns navigated with ___ men To Pass with her Company Passengers Goods and Merchandize without any hindrance seisure or molestation the said ___ appearing by good testimony to belong to one or more of the Citizens of the United States and to him or them only..."
