Typed Document Signed "Bill Clinton" as Governor of Arkansas and "Paul Riviere" as Secretary of State," 1p, 8.5"x 14". [Little Rock], Arkansas, May 30, 1984. Blind embossed 3-inch diameter Great Seal of the State of Arkansas affixed at lower left. Light horizontal folds, one through Clinton's signature, do not materially affect the appearance of the document. Fine condition.

Accompanied by a photocopy of the letter which accompanied this document from Governor Clinton to Mr. A.L. Lockhart, Director, Arkansas Department of Correction, Pine Bluff, Arkansas.

The document, in part, "Whereas Darryl W. Richley was duly presented under proper proceedings to the Circuit Court of Benton County, Arkansas, on a charge of Capital Murder, and, after being tried in that Court by a duly empaneled jury, was found guilty and his sentence and punishment fixed at death by electrocution; and Whereas the conviction having been appealed to the Supreme Court of Arkansas; and, upon review of this case, the judgment and sentence of the Circuit Court of Benton County, Arkansas, was affirmed...

"Now, Therefore, I, Bill Clinton, by virtue of the power and authority vested in me by law as Governor of the State of Arkansas, do hereby set June 29, 1984, between the hours of sunrise and sunset as the day and date upon which the Commissioner of the Arkansas Department of Correction will carry into effect the judgment and sentence of the Benton County Circuit Court by executing the said Darryl V. Richley at the place and in the manner prescribed by law..."

Three men and a fourth defendant were tried together and convicted of killing a contractor, Donald Lehman, on January 9, 1981, in a robbery at his home in Rogers, Arkansas. At the time, Richley was 29 years old. All four were sentenced to death but the sentence for the fourth man, Michael Orndorff, was struck down in 1990; he was then sentenced to life in prison. The constitutionality of the joint trial was one of the issues argued during more than 12 years of appeals. After numerous appeals, including the U.S. Supreme Court which rejected arguments they were treated like "hogs at a slaughter," on August 3, 1994, Darryl V. Richley, now 43, Hoyt Clines, 37, and James Holmes, 37, were each injected with a fatal mixture of chemicals.
