Antonio López de Santa Anna Important MDS Re: War & Navy Ministry Regulations

Manuscript document signed, 12pp, untranslated in Spanish, measuring 8.75" x 12", dated March 10, 1842, National Palace of Mexico. A decree of 28 individual regulations regarding general operations and standards to be put in place by the Mexican War and Navy Ministry, signed on last page by President "Ant. López Santa Ana" and countersigned by José María de Tornel as Senior Minister of War & Navy. Pages are bound with thread, with three main stiches present on first page. Expected degrees of creasing, paper toning and soiling throughout, as well as very minor edge tearing in places. Housed within a cloth board slip case to the overall size of 10" x 13.75". Near fine condition with large and bold signatures from both.

Roughly translated, the document begins:
"Antonio López de Santa Ana, Glorious Division General of the counter and Acting President of the Republic of Mexico, to the country's population to let you know that I have started to execute my responsibilities on the 1st of this month. For the office of disabled employees of the military barracks created by the decree of January 12th, it is necessary to appoint the rules of operation regarding accounting, hospitals and cemeteries that should exist in each establishment. In concordance with the power given to me in the 1st base adopted in Tacubaya and signed by the state representatives I decree the following..."

Antonio López de Santa Anna (1794-1876) was a Mexican politician and general who would go on to yield great power and influence over his 40-year-long career. Throughout his tumultuous, and at times controversial, time as a politician, Santa Anna would serve eleven non-consecutive terms as President of Mexico. His lengthy tenure in turn saw him playing a significant part in both the Texas Revolution of 1836 and the Mexican-American War. A military man at his core, Santa Anna was appointed to the War and Navy Ministry between 1833 and 1835, during which time he played an important role in modernizing the Mexican military. He introduced several reforms reminiscent of those in this document, such as the recruitment of more professional soldiers, the introduction of modern weaponry, and a reorganization of the navy.

José María de Tornel (1795-1853) was a general in the Mexican army and a prominent member of the "santanistas", as group of politicians and officials who frequently helped Santa Anna return to power.
