A 1p partly printed and partly manuscript document signed by 17th U.S. President Andrew Johnson (1808-1875) as "Andrew Johnson" at lower right. Dated February 4, 1869, exactly one month before Johnson's term expired on March 4, 1869. Washington, D.C. The presidential pardon is secretarially inscribed on pale blue bifold paper, and file-docketed on the outer page. Expected wear including flattened transmittal folds, some with minor closed tears. Isolated chipped edges. Two areas of loss affecting the last page. Else near fine. 7.875" x 8.25." Accompanied by a vintage sepia-colored carte de visite of Johnson printed "Andrew Johnson, of Tennessee" verso. Isolated mounting traces verso. 2.25" x 3.75."

The pardon reads in full:

"I hereby authorize and direct the Secretary of State to affix the Seal of the United States to a Warrant for the pardon of Judson F. Hough dated this day, and signed by me; and for so doing shall be his warrant.

[signed] Andrew Johnson

Washington, Feby 4, 1869."

The offense of the pardoned man Judson F. Hough is unknown, however it is likely that Hough had been convicted of a white-collar crime like mail fraud, counterfeiting, or embezzlement. President Johnson pardoned or commuted the sentences of 654 individuals including Judson Hough during his only presidential term. This figure was substantially higher than that of any other president preceding him (the president with the next highest number of pardons, James Monroe, forgave 419 people over the course of not less than one, but two, presidential terms.) Furthermore, Johnson's statistic excludes the estimated thousands of former Confederates who were pardoned under several acts of clemency issued between 1865 and 1868. Johnson issued a full and unconditional pardon to all former belligerents on December 25, 1868, making it highly unlikely (if not impossible) that Hough was pardoned for Confederate military service.

In addition, we compare our shipping and handling rates against those of other auction houses, to ensure that our charges are among the lowest in the trade.
