Colonel William G. Moore was President Johnson's Secretary. On August 19, 1861, President Abraham Lincoln had written Adjutant General Lorenzo Thomas, "Mr. Nicholas Vedder, is within recommended for a Volunteer Paymastership by our Illinois Democratic members of Congress, now heartily aiding us in the war, and is a good man withal, which I think are sufficient reasons for me to direct that he be appointed." Lincoln's endorsement was written on the back of an undated letter from Illinois Members of Congress, recommending the appointment of Nicholas Vedder of Greene County, Illinois. Vedder, who had been appointed Secretary of the Senate Committee on Territories under the chairmanship of Stephen A. Douglas in 1856, was appointed Additional Paymaster of Volunteers, September 5, 1861, by Pres. Lincoln. Vedder's wife, Indiana Hanks Vedder, was first cousin of Pres. Lincoln's mother, Nancy Hanks Lincoln.

On January 12, 1866, the "Journal of the Executive Proceedings of the Senate of the United States of America," reported the nomination by President Johnson of "Additional Paymaster Nicholas Vedder, of the United States Volunteers, for faithful and meritorious services during the war, to date from March 13, 1865."
