In full, "The President / requests the pleasure of the company of / Mr. Heller / at luncheon / on Tuesday, May 12, 1953 / at one o'clock." On Tuesday afternoon, May 12, 1953, President Eisenhower held the last in a series of 25 luncheons so that he could meet members of Congress on an "informal basis." Congressman Louis Heller was one of 11 Representatives and 7 Senators invited. He was the only New Yorker and one of the 12 Democrats of the 17 members of Congress invited. Ostensibly, Congressman Heller asked President Eisenhower to sign his invitation at the luncheon.

First elected to Congress to fill a vacancy, Democrat Louis Benjamin Heller (1905-1993) represented Brooklyn, New York, in the House of Representatives from 1949 until he resigned in 1954 when he was appointed an Associate Justice of the Court of Special Sessions of New York City. He served until 1958 when he was elected a Justice of the City Court of the City of New York (1958-1966), and later Judge of the Supreme Court of the State of New York (1966-1977).
