7 J. Edgar Hoover TLS Re: FBI Employee and Internal Payment Mistakes
Archive
A group of seven signed FBI-related typed letters signed by J. Edgar Hoover, together with additional documents. Six of the letters, dating from June 28, 1943 to July 29, 1944, relate to the employment of Eleanor Reif. All are signed "J. E. Hoover" as Director. The letters reflect that there was a salary payment error during Miss Reif's employment that had to be resolved through multiple letters. The seventh letter is dated July 16, 1943 and is addressed to Lank Leonard (Mickey Finn cartoonist). This letter has been signed "J. Edgar Hoover" and includes Leonard's previous typed letter signed, dated July 4, 1943. The final items in the archive are an FBI Sequencing Card, two fingerprinting cards, a newspaper clipping announcing Reif's engagement, and an FBI envelope. The letters have varying degrees of toning, creasing, and wear. All with bold signatures. The other related materials have light toning and wear. Please refer to the photographs for further condition information.

Highlights from the collection:
1. Letter to Lank Leonard, July 16, 1943: "…I thought you might like to know that Miss Reif reported for duty last Monday and she has been assigned to the Identification Division. All of Mickey's friends in the FBI are pulling for him in his current assignment in the Caribbean, and, of course, we always enjoy the universal appeal of Uncle Phil…"

2. Letter to Eleanor Reif, June 28, 1943: "You are hereby offered an appointment in the Federal Bureau of Investigation, United States Department of Justice, as a Clerk in Grade CAF-2…the Federal Bureau of Investigation reserves the right to refuse acceptance of any resignation of an employee unless at least thirty days notice of intention to resign is given. You are further advised that the appointment is tendered with the understanding that you remain in the service through the war period and at least six months thereafter unless there are extenuating circumstances present. This letter, which should be considered strictly confidential and given no publicity, should be presented when you report for duty…"

3. Letter to Eleanor Reif, January 18, 1944: "This is to advise you that your employment is being amended to be for forty-eight hours a week instead of sixty hours a week effective January 14, 1944."

4. Letter to Eleanor Reif, April 12, 1944: "Receipt is acknowledged of your letter of April 4, 1944, submitting your resignation as a Classification Clerk (Fingerprint) in the Federal Bureau of Investigation…"

5. Letter to Eleanor Reif, June 21, 1944: "Reference is made to the Bureau letter of April 12, 1944, accepting your resignation effective April 6, 1944. This is to advise that the salary due for the period March 29 through April 6, 1944, has been cancelled against overpayments previously received. Inasmuch as you were paid for a sixty hour week rather than a forty-eight hour week on the January 28th, February 28th, March 13th, and March 28th checks…you have still been overpaid in the amount of $26.05…it will be necessary for you to forward to this Bureau a check or money order payable to the Treasurer of the United States in the amount of $26.05 to cover this overpayment."
