Republican Charles William (Bill) Young represented Florida in the House of Representatives from 1971 until his death in 2013; at his death, he was the longest serving Republican in Congress. From 1999-2005, Young served as Chairman of the House Appropriations Committee and was Chairman of the Defense Subcommittee of the House Appropriations Committee from 1995-1998 and 2005-2006. He had been reelected 21 times including 1992, 1996, 2000, 2008, and 2012 when his district voted Democratic for Clinton, Gore, and Barack Obama.

President Obama said that Congressman Young "will be remembered for his advocacy and support for the armed forces, service members, and their families as well as his statesmanship and long history of working across the aisle to keep our country moving forward." Congressman Young had opposed the federal government shutdown and said he was ready to vote for a budget resolution that included funding for the Obama administration's healthcare law. He was unable to vote when Congress passed the bill to reopen the government and extend federal borrowing power on October 16, 2013; he died two days later.
